{"id":2071,"date":"2026-10-29T14:29:56","date_gmt":"2026-10-29T17:29:56","guid":{"rendered":"https:\/\/palmerodespachante.uy\/?p=2071"},"modified":"2026-10-29T14:29:57","modified_gmt":"2026-10-29T17:29:57","slug":"transporte-de-carga","status":"publish","type":"post","link":"https:\/\/palmerodespachante.uy\/index.php\/2026\/10\/29\/transporte-de-carga\/","title":{"rendered":"TRANSPORTE DE CARGA"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>TRANSPORTE DE CARGA: SINDICATO DENUNCI\u00d3 ANTE ODDONE CIFRAS MILLONARIAS DE EVASI\u00d3N Y PRESENT\u00d3 PROPUESTAS.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El Sindicato \u00danico del Transporte de Carga y Ramas Afines (Sutcra) se reuni\u00f3 con el ministro de Econom\u00eda y Finanzas, Gabriel Oddone, para plantearle su preocupaci\u00f3n por la evasi\u00f3n fiscal, la informalidad y las condiciones laborales en el transporte de carga. En el encuentro, que dur\u00f3 m\u00e1s de dos horas, el gremio present\u00f3 un documento con propuestas para el sector y solicit\u00f3 la creaci\u00f3n de un \u00e1mbito de discusi\u00f3n. El dirigente sindical Juan Dorado calific\u00f3 la reuni\u00f3n como \u201cmuy buena\u201d. Seg\u00fan explic\u00f3, el equipo del Ministerio de Econom\u00eda y Finanzas (MEF) se comprometi\u00f3 a interiorizarse en las denuncias presentadas por el sindicato. Adem\u00e1s, a solicitud de la Intergremial de Transporte Profesional de Carga (ITPC), est\u00e1 previsto que se realice en los pr\u00f3ximos 40 d\u00edas un estudio de impacto del convenio 153 de la Organizaci\u00f3n Internacional del Trabajo (OIT), que regula la duraci\u00f3n del trabajo y los per\u00edodos de descanso en el transporte por carretera. Otro de los temas abordados fue la gu\u00eda de carga electr\u00f3nica, una herramienta que busca mejorar la trazabilidad de la actividad. Seg\u00fan el Sutcra, Oddone se manifest\u00f3 \u201cmuy de acuerdo\u201d con su implementaci\u00f3n, aunque se\u00f1al\u00f3 que su aplicaci\u00f3n depende del Ministerio de Transporte y Obras P\u00fablicas (MTOP), mientras que la puesta en pr\u00e1ctica del convenio 153 corresponde al Ministerio de Trabajo y Seguridad Social (MTSS). El Sutcra, uno de los principales impulsores de la gu\u00eda de carga electr\u00f3nica, sostiene que la evasi\u00f3n fiscal y la informalidad son problemas estructurales del sector. Para fundamentar su planteo, el gremio present\u00f3 ante Oddone tres estudios con estimaciones diferentes sobre la evasi\u00f3n. El primero corresponde a 2017 y fue presentado por la Asociaci\u00f3n de Propietarios de Veh\u00edculos de Carga (APVC) ante el Parlamento. Seg\u00fan el sindicato, ese informe estim\u00f3 una evasi\u00f3n de US$ 350 millones anuales. Un segundo an\u00e1lisis, elaborado por el sindicato junto al Instituto Cuesta Duarte del Pit-Cnt, estim\u00f3 una evasi\u00f3n superior US$ 550 millones. En tanto, un estudio realizado por la consultora Exante junto con el Banco Interamericano de Desarrollo (BID), a pedido del MTOP en 2021, arroj\u00f3 como resultado una evasi\u00f3n de US$ 120 millones. El Sutcra cuestion\u00f3 el alcance de este \u00faltimo trabajo, al considerar que analiz\u00f3 solo una parte de las empresas del sector y subestim\u00f3 la evasi\u00f3n al BPS. El gremio tambi\u00e9n plante\u00f3 que en el sector trabajan alrededor de 40.000 personas y que el aporte promedio al BPS es de $ 47.000 mensuales por trabajador. Seg\u00fan sus estimaciones, si se considera una jornada de ocho horas y 26 jornales mensuales, la remuneraci\u00f3n deber\u00eda alcanzar los $ 60.000, m\u00e1s los aportes patronales. El sindicato cuestion\u00f3, adem\u00e1s, la extensi\u00f3n de las jornadas laborales.
