Son cifras moderadas para una econom\u00eda que mantiene fundamentos s\u00f3lidos: inflaci\u00f3n controlada, acceso favorable al financiamiento externo y una calidad institucional, que sigue siendo una referencia en la regi\u00f3n. El desaf\u00edo concreto es que esa estabilidad no alcanza, por s\u00ed sola, para generar m\u00e1s empleo y bienestar: hace falta m\u00e1s inversi\u00f3n y mayor productividad. El principal motor del crecimiento en este per\u00edodo ser\u00e1 la combinaci\u00f3n de consumo interno y exportaciones. No se trata de un escenario de crisis, sino de una econom\u00eda que avanza, pero por debajo de su potencial. Para los uruguayos, eso se traduce en mejoras lentas en el nivel de actividad, sin saltos bruscos ni hacia arriba ni hacia abajo. El acuerdo comercial entre el Mercosur y la Uni\u00f3n Europea aparece como una oportunidad concreta para cambiar esa tendencia. El diagn\u00f3stico de fondo es claro: la estabilidad macroecon\u00f3mica y la solidez institucional son activos reales de Uruguay en comparaci\u00f3n con sus vecinos, pero no son suficientes para crecer m\u00e1s r\u00e1pido. El salto en el nivel de vida requiere elevar la inversi\u00f3n y la productividad, dos variables que hasta ahora no han logrado despegar con la fuerza necesaria.
