Seg\u00fan la presentaci\u00f3n oficial, la estrategia para reducir precios se apoya en tres frentes: eliminar barreras a la entrada de nuevos competidores, brindar m\u00e1s informaci\u00f3n a los consumidores y reforzar las capacidades de control e investigaci\u00f3n del organismo encargado de supervisar los mercados. La iniciativa transforma a la actual Comisi\u00f3n de Promoci\u00f3n y Defensa de la Competencia, que hoy funciona como un \u00f3rgano desconcentrado del Ministerio de Econom\u00eda y Finanzas (MEF), en un servicio descentralizado. Uno de los cambios centrales previstos en el proyecto es la separaci\u00f3n de las funciones de investigaci\u00f3n y de decisi\u00f3n. De acuerdo con el nuevo esquema, una Direcci\u00f3n de Investigaci\u00f3n ser\u00e1 la encargada de llevar adelante las actuaciones investigativas, mientras que los comisionados tendr\u00e1n a su cargo la valoraci\u00f3n de la prueba y la adopci\u00f3n de resoluciones. El proyecto tambi\u00e9n fortalece las capacidades de actuaci\u00f3n del organismo mediante nuevas reglas de acceso a la informaci\u00f3n, mayores facultades de investigaci\u00f3n, la posibilidad de realizar inspecciones y solicitar medidas cautelares, junto con garant\u00edas procesales para los investigados. Asimismo, refuerza el control de las concentraciones econ\u00f3micas. Seg\u00fan explic\u00f3 el ministro de Econom\u00eda, Gabriel Oddone, el objetivo es que la actuaci\u00f3n del organismo no dependa \u00fanicamente de denuncias presentadas por terceros, sino que tambi\u00e9n pueda impulsar investigaciones por iniciativa propia cuando detecte situaciones que puedan afectar el funcionamiento competitivo de los mercados. \u201cEntendemos que esto no solamente debe derivar de pr\u00e1cticas reactivas ante denuncias de terceros, sino tambi\u00e9n de iniciativas propias de la comisi\u00f3n para indagar que algunas concentraciones que tienen lugar en la actividad econ\u00f3mica no puedan provocar alteraciones del sistema de precios\u201d, se\u00f1al\u00f3 el jerarca d\u00edas atr\u00e1s.
