Ante el informe elaborado por la Uni\u00f3n de Vendedores de Nafta (Unvenu), la Asociaci\u00f3n Uruguaya de Energ\u00edas Renovables (Auder) realiz\u00f3 su propio documento, titulado \u201cM\u00e1s all\u00e1 de la renuncia fiscal: una mirada integral sobre la movilidad el\u00e9ctrica en Uruguay\u201d en el que prioriza los beneficios ambientales de la electromovilidad por sobre la renuncia fiscal. Los beneficios tributarios para veh\u00edculos el\u00e9ctricos incluyen la exoneraci\u00f3n del pago del Impuesto Espec\u00edfico Interno (Imesi) y de la Tasa Global Arancelaria (TGA) para la importaci\u00f3n de el\u00e9ctricos, cargadores y bater\u00edas. Los autos el\u00e9ctricos tambi\u00e9n abonan una patente reducida sobre el valor de mercado sin IVA (que aument\u00f3 de 2,25% al 3% en noviembre del a\u00f1o pasado), a diferencia de los veh\u00edculos a combusti\u00f3n que pagan el 5%. El informe de Unvenu calcul\u00f3 que el Estado resign\u00f3 US$ 439 millones entre 2020 y 2025 por estos incentivos fiscales y estim\u00f3 que entre los a\u00f1os 2026 y 2030, perder\u00e1 US$ 1.439 millones si no se frenan las exoneraciones. Sin embargo, seg\u00fan Auder, las estimaciones de Unvenu se basan en \u201cescenarios contraf\u00e1cticos\u201d y considera que la movilidad el\u00e9ctrica no es insostenible desde el punto de vista fiscal, sino que Uruguay busca adaptar su sistema tributario a una transici\u00f3n definida como pol\u00edtica de Estado. \u201cEl c\u00e1lculo parte de un supuesto contraf\u00e1ctico fuerte: que cada comprador de un veh\u00edculo el\u00e9ctrico habr\u00eda comprado, en ausencia del incentivo, un veh\u00edculo a combusti\u00f3n equivalente, en el mismo momento y bajo condiciones comparables de precio, financiamiento y decisi\u00f3n de consumo. Ese supuesto no refleja adecuadamente la complejidad del mercado\u201d, defendi\u00f3 Auder en su informe. Por otra parte, por concepto de Imesi en combustibles, el gobierno uruguayo recauda entre US$ 800 millones y US$ 1.100 millones anuales, por lo que un aumento en la venta de el\u00e9ctricos \u2013exonerados de este gravamen hasta ahora\u2013, significa, seg\u00fan el gerente de Unvenu, Federico de Castro, que el gobierno \u201cest\u00e1 canibalizando su propia fuente de ingresos\u201d.
