El cambio en la franquicia trajo algunas incertidumbres en los consumidores que optaron por adelantar sus pedidos y generaron el m\u00e1ximo hist\u00f3rico de encomiendas llegadas al pa\u00eds. Entre enero y abril de este a\u00f1o llegaron 973.057 compras web provenientes del exterior, b\u00e1sicamente a trav\u00e9s de la tienda china Temu, seg\u00fan datos de la Direcci\u00f3n Nacional de Aduanas (DNA). En la comparaci\u00f3n interanual, los env\u00edos aumentaron 60,9% y fueron el r\u00e9cord cuatrimestral. Adem\u00e1s, en abril se registr\u00f3 el m\u00e1ximo hist\u00f3rico mensual desde el comienzo de la franquicia hace m\u00e1s de una d\u00e9cada con 252.574 encomiendas. La cantidad muestra que el promedio diario de operaciones fue de 8.419. En los cuatro meses del a\u00f1o, los productos m\u00e1s adquiridos fueron vestimenta y manufacturas textiles; juguetes, juegos y art\u00edculos para recreo. Tambi\u00e9n llegaron m\u00e1quinas, aparatos y sus partes; muebles y art\u00edculos para el hogar (bazar y decoraci\u00f3n) y relojes e instrumentos musicales. Hasta el 1\u00ba de mayo, el r\u00e9gimen de encomiendas internacionales permit\u00eda un m\u00e1ximo de 3 compras al a\u00f1o por hasta US$ 200 cada una. Con esos requisitos, los productos ingresaban exentos de impuestos. La modificaci\u00f3n m\u00e1s importante que rige desde este mes es que las compras efectuadas en China pasaron a estar gravadas con IVA (22%). Tambi\u00e9n se gener\u00f3 una variaci\u00f3n con las que se realizan en Estados Unidos. La nueva disposici\u00f3n marca que para tres veces al a\u00f1o por hasta US$ 200 cada una siguen exentas, tal como establece el Acuerdo Marco sobre Comercio e Inversiones (TIFA) firmado entre Uruguay y Estados Unidos. Pero la compra que supere ese importe debe pagar el impuesto de 22%. A su vez, el decreto reglamentario del nuevo r\u00e9gimen de encomiendas (del 19 de marzo pasado) indica que la compra web en el exterior y el pago deben ser realizados por la misma persona.
