Al mismo tiempo, busca construir una pol\u00edtica p\u00fablica de largo plazo, capaz de trascender gobiernos y ciclos electorales\u201d, reza el documento. Seg\u00fan establece el documento, se previ\u00f3 la articulaci\u00f3n de capacidades de prevenci\u00f3n, control, protecci\u00f3n de v\u00edctimas, acceso a la justicia, investigaci\u00f3n y sanci\u00f3n penal. El Plan se organiza sobre esa base en siete ejes estrat\u00e9gicos \u201ccomplementarios\u201d, pero con \u201cobjetivos espec\u00edficos que se refuerzan entre s\u00ed\u201d. La implementaci\u00f3n del PNSP se organiza en tres fases: corto, mediano y largo plazo. La primera de ellas se realizar\u00e1 entre este a\u00f1o y el pr\u00f3ximo con un foco puesto en \u201ccontener lo urgente\u201d; la segunda, entre 2028 y 2031, con el objetivo de \u201crecuperar el control y coordinar mejor\u201d, y la tercera entre 2032 y 2035, para \u201csostener resultados y prevenir\u201d.
