El Ministerio de Trabajo tiene listo un proyecto para que el Poder Ejecutivo promueva ante el Parlamento su ratificaci\u00f3n. El instrumento exige justificar los despidos. La iniciativa, impulsada por el ministro Juan Castillo tras recientes cierres de empresas, est\u00e1 en tr\u00e1mite interno en varios organismos del Estado y se enviar\u00eda al Legislativo cuando lo determine Presidencia. El Convenio 158 fue adoptado en 1982 y entr\u00f3 en vigor en 1985. Su eje central es que la terminaci\u00f3n de la relaci\u00f3n laboral por iniciativa del empleador no puede producirse sin una causa v\u00e1lida vinculada a la conducta o capacidad del trabajador o a las necesidades de funcionamiento de la empresa como reestructuras, innovaciones tecnol\u00f3gicas o p\u00e9rdida de mercados.
