El cambio se fundament\u00f3 en el fuerte crecimiento de las operaciones en el exterior a trav\u00e9s de la plataforma china. El texto plantea que la mercader\u00eda que llegue a trav\u00e9s del r\u00e9gimen de encomiendas internacionales tendr\u00e1 un precio tope anual de US$ 800 (en vez de los US$ 600 actuales, divididos en tres veces) sin el pago de aranceles. A\u00f1ade que las importaciones realizadas bajo la franquicia deber\u00e1n pagar el Impuesto al Valor Agregado (IVA). Pero en otro pasaje del articulado expresa que el tributo no deber\u00e1 ser abonado en caso de que existan acuerdos comerciales internacionales con condiciones espec\u00edficas sobre compras web en el exterior. Y es el caso de Estados Unidos con el que Uruguay tiene firmado un Acuerdo Marco sobre Comercio e Inversi\u00f3n (TIFA). Por tanto, el pago de IVA corresponder\u00e1 a la mercader\u00eda adquirida en China a trav\u00e9s de Temu.
