Un estudio del Centro de Estudios para el Desarrollo (CED) revel\u00f3 que la burocracia sigue siendo un freno relevante para la competitividad de las empresas en el pa\u00eds, la afirmaci\u00f3n surge del \u00faltimo an\u00e1lisis, que midi\u00f3 la carga administrativa sobre firmas medianas, aquellas con entre 20 y 99 trabajadores, que representan el 20,8% del empleo formal, y que concluy\u00f3 que iniciar operaciones en el pa\u00eds demanda en promedio 984 horas de trabajo. Con ese registro, Uruguay se ubica en el noveno lugar entre 21 pa\u00edses relevados en el \u00cdndice de Burocracia Empresarial. Una vez en marcha, las compa\u00f1\u00edas locales deben dedicar cerca de 400 horas anuales adicionales al cumplimiento de tr\u00e1mites administrativos, lo que posiciona al pa\u00eds en el cuarto lugar en t\u00e9rminos de carga regulatoria dentro de la regi\u00f3n. El sector primario demanda 425 horas al a\u00f1o, principalmente por las exigencias de trazabilidad y controles sanitarios; el sector terciario exige 423 horas con foco en habilitaciones comerciales y administraci\u00f3n de personal, mientras que el sector secundario requiere 354 horas, vinculadas a normativas t\u00e9cnicas y operaciones.
