El plan es para construcciones nuevas, pero tambi\u00e9n para reformas y ampliaciones. De esta forma, el \u00f3rgano deliberativo comunal habilit\u00f3 a la IMM a que aplique al barrio m\u00e1s antiguo de Montevideo un instrumento normativo denominado \u00c1rea de Promoci\u00f3n, que implica la posibilidad de asignar a determinado territorio un r\u00e9gimen espec\u00edfico constructivo. El \u201cpaquete de beneficios incluye, adem\u00e1s, el no pago por cinco a\u00f1os de la tasa Adicional Mercantil para emprendimientos comerciales existentes y nuevos que inicien su actividad dentro de los 18 meses siguientes a la aprobaci\u00f3n del decreto. Tambi\u00e9n exonera del pago de grav\u00e1menes a permisos de construcci\u00f3n a proyectos que se hayan iniciado entre el 1\u00b0 de abril de 2024 y los 18 meses posteriores a la reglamentaci\u00f3n.
